Viranki ne priznaju zračne snimke iz Beograda kao dokaz za legalizaciju
Najava ministrice graditeljstva Anke Mrak-Taritaš da će država uskoro dobiti zračne snimke bivše vojske deponirane u Beogradu, čime bi se bitno olakšao postupak legalizacije objekata izgrađenih prije veljače 1968. godine, još uvijek je samo na razini predizbornog obećanja. Pojedinačni pokušaji ljudi koji su se nekim privatnim kanalima domogli famoznih snimaka pokazuju koliki kaos vlada u ovom segmentu državne uprave.
Što da radimo?
– Ne znam više što mi je raditi. Dobila sam tu avionsku snimku u Vojnom geografskom institutu u Beogradu i na njoj se jasno vide čak i stabla i vinogradi, pa i naše građevine starije od 1968. godine, ali mi te snimke u županijskom Upravnom odjelu za izdavanje dokumenata prostornog uređenja i građenja nisu priznali. Traže da angažiramo vještake, ali mi za to nemamo novca – priča nam M.V., mještanka Vira koja pokušava legalizirati objekte u vlasništvu 99-godišnje majke.
– Znam da su neki ljudi imali problema jer su dobili nekakvu dokumentaciju na ćirilici pa naša birokracija traži prijevode sa srpskog i ćirilice na hrvatski i latinicu. Međutim, svi podaci s moje karte su na latinici, samo je pečat na ćirilici, pa neću valjda sada plaćati prevoditelja samo za pečat – iščuđuje se Viranka, prepričavajući svoja putovanja po uredima.
Pečat na aviokarti iz beogradske arhive
– Najprije su mi rekli da tu kartu treba ovjeriti Državna geodetska uprava. Zvala sam ih, ali su mi oni rekli da je moja karta već ovjerena od institucije koja ju je izdala i uputili su me na kabinet ministrice, a oni su me vratili u Geodetsku upravu gdje su mi prošlog petka rekli da još nisu dobili snimke iz Beograda. Odlazila sam i kod javnog bilježnika, ali su mi i tamo rekli da mi oni ne mogu ovjeriti već ovjereni dokument i tako se vrtim u krug – kaže M.V. strahujući od ishoda legalizacije svojih objekata.
Neka produže rok
– Tko zna koliko će proći dok te karte ne dođu iz Beograda, Geodetskom zavodu će trebati mjeseci dok ih stave u funkciju, a kada to i urade, ja ću dobiti istu onu kartu koju već imam, pa mi nije jasno zbog čega ih već sada ne priznaju! Možemo mi i sačekati da karte i snimke dođu, ali onda neka produže rok za legalizaciju ili nam prime zahtjeve ovakvi kakvi su sada pa ih kasnije kompletiraju – zaključuje svoju priču mještanka Vira.
Ispada da “individualne karte” nisu vjerodostojne, a kada to postanu – rok za legalizaciju će već isteći.
Beogradske snimke moraju postati službeni dokument
– Ministrica je najavila da će međudržavnim ugovorom za mjesec ili dva snimke iz Beograda biti preuzete i one će tada postati službeni dokument. Dotle, karte moraju biti ovjerene, a i u tom slučaju one su samo jedan od dokaza starosti objekta. U upravnom postupku to, primjerice, mogu biti i računi za struju ili kupoprodajni ugovori.
No, ti dokumenti najčešće nisu ovjereni od institucije koja ih je izdala i javnog bilježnika – kazao nam je županijski pročelnik Željko Letinić, pretpostavljajući da će tek razmjenom aerosnimaka s Beogradom ti dokumenti dobiti zakonsku težinu, ali da će i tada ‘beogradske snimke’ morati proći kroz Geodetsku upravu i katastar kao državne institucije.
